Rah he stays at the Neouf of whatever. You can still talk to him for west objectives and turning in trophies.

Summary
For instance I had to acquire the keys to the dungeon from him to talk to that guy you capture during the Skalitz mines quest. I went to him there in Neouf or whatever.
Having the same problem where captain bernard just stays at neuhof. He still works for quest objectives and buying training but this means I have not been able to do any more arena training with him since the first session. This has definitely negatively impacted my experience is there any solution to this?
