The first time I entered the camp I was able to speak with him. I didn’t have a bow at the time, so I couldn’t follow through with his offer to let me practice at his range. I purchased a bow and returned to shoot at the range but he ran up and accused me of shooting at people in the camp and now I can’t initiate a dialog with him. It doesn’t even give me the “E” option for him, and he seems to be stuck near the sleeping bag, as he has not once moved since that incident and he was walking all over the place before.
