Alright? I’ve been experiencing this issue
My graphics setting are completely maxed out. It does not occur when looking at the sky.
Version: main_18520_804
After i’ve started a new game from a running game i got this too.
Fixed it with “looking on the ground and starting a new game” again!
Yep, starting a new game did it for me as well. Then I started another new game and it occurred again 
I think it has to do with lighting system optimization
and/or the new shaders for the AMD user problems!?
Don’t know exactly but i think it the first strange graphical bug for Nvidia GTX users!?
I have a GTX 760 and i noticed it only if i start a new game in a running game.
