I’ve also had Pebbles do a runner. I can confirm that buying a new horse fixes things.

Ive learned that If your horse of course is attack while your not on it then it can bug out causing this Whistle problem so make sure not to get poor pebbles too close where a patrol may target it

I think its not a bug… My horse also flee when I drained him out… But when I started to search I found him nearby… Around 200 metres… Sorry for bad english…

Same thing happened to me. Right after an epic 20 min chase battle after getting in trouble in the “nest of vipers” quest. I didnt want to lose that progress…

If you buy another horse it fixes it.

I Lost my Horse, al-buraq near the town Prizs something, i didnt wanna lose ny progression since I killed everything that moved there and sold it for a big profit, I went back to Neuhof and trade him in for a cheaper Horse. Now he appears when I whistle and the bug is gone. Try buying a new Horse and then buy the Horse you hade from THE beginning back, rather this way than going back and losing progress.

For anyone else struggling with this;

I had the same issue, so i went to buy a new horse at one of the stables;
The new horse isn’t broken, and i saved my progress.
Same as Gabucino

I don’t think this is a bug. Your horse got scared and ran off, you just need to find him. Go back to where you last had him and whistle, he should come trotting back. The game even tries to teach you this with the quest early on to find the horse that ran away.

I had the same thing happen after I dismounted to fight 5 cumans. Horse was gone and whistling didn’t help after the battle even though I was able to access it’s inventory. I accepted my lost horse as a battle loss and continued my journey down the road. Low and behold I came across the horse lying down in the middle of it after traveling 1 minute. Apparently it bolted and was still spooked so it refused to come when I whistled.

They can’t kill your horse. He will come,back,if you offer 401k and severence package.

You can. Just ask streamer Megan Yeah. She managed to kill pebbles in a very nasty down a night time cliff fall while being chased by Cumans at full gallop.
She mangled it good on a live stream.
Could even turn it into horse meat.

So I guess then I lost my horse fleeing skalice. I have no clue where exactly that happened. I was able to ride it afterwards in the settlement where Henry takes refuge, but still he won’t come.

Not really sure where exactly I should go look for him. How to send a bug report?
