I have a workaround. The video in the patch is probably corrupted, so you can open the archive …\Data\Patch\patch_010300.pak in some packing tool like winrar or 7-zip (of course make a backup first!!!) and delete the folder …\Videos\q_escapeToTalmberk with the corrupted video inside. This way you’ll get the missing scene 
(the old one, if they made some changes, but at least it’s something…).
I tested it and it works.

Got the same issue, but i didn’t get the one sec “placeholder”. And for me its not related to the GPU drivers. I have the 390.77 instaled, the latest (391.01) crashed my game… Good to know the workaround, i just started a 2nd playthrough and found it odd, the cutscene not playing. Thanks!
I was right, the video was corrupted. Now it’s fixed by patch 1.3.3.
