Indeed it is some put it higher , but remember what that means , it does not mean 20%-25% are terrorists . It means that amount are sympathetic towards the core beliefs of these terror organisations .
This is pretty clear when you ask Muslims to condemn these organisations , or their opinion on the west/Israel .

This is the number of people who believe that woman are subhuman, that people should be stoned to death and have their hands cut off for whatever they deem right.
The only thing standing in the way of putting that belief into realization is that they are a minority in the societies they live in.

Depends on the country , from my expirence in Afghanistan , that is the belief of the majority , when coming into contact with the locals we had to abide by the local rules out of respect which included . Not engaging with any females what so ever , not even look at them , if we need something we spoke to the men .
On occasions where we HAD to talk to the women , we would have to get a female soldier to do it and set up the "meeting " about a week in advance to give the husband / local elder time to accept or refuse us allow contact with the women
