from what i’ve seen in the beta testing, the women are nude wearing layers of cloths
you could remove all cloths but a gray dress, by looking from the right angle you could see the models have everything on them (fully rendered vagina)
though i wonder if this is gonna stay this way until the game releases, because from what i’ve seen lately on reddit

not every game features “whoring” and those who do need substantial protection from the ESRB (like Rockstar knowing to bribe the right people)
and i don’t see why shouldn’t they answer such a question, a simple yes or no answer would suffice
