Once the game reaches the menu it lags so much that its basically unplayable
I’ve set the Graphics to low, but the Frames per Second are still very low.
These are my Specs i’m not sure if maybe my Computer just cant run the game.
Video card - GeForce GTS 450
CPU - AMD Phenom II X2 555 processor
Memory - 4.00 GB Ram
Operating System - Windows 7

Could have to do with your system memory. 4 GB is not that much these days.
Your configuration is just low for these days … Sorry mate, time to upgrade !
Hate to say it but your rig is a bit low end… And I agree on RAM (btw how fast is your RAM?), 4GB is a bit low these days. Also your GPU surely has to struggle with the amazing graphics of this game. A good reason to upgrade I guess.

Both your CPU and GPU are weak. Also 4GB RAM is bare minimum.
Set Low setting and turn off Fullscreen. The continue from the lowest resolutions possible. It still might be too much for your computer though.
Given the age of the kit, I suspect the HDD is problematic as well so the pagefile is choking the queue…
What should I focus on getting first? GPU, CPU, or RAM?
GPU, RAM, and SSD for hard drive. Could go on i5 for the CPU.
Don’t hesitate to post here the config you want to buy 
you’ve set the game to window mode or fullscreen?
I’ve noticed that the game runs in window mode worse than in full screen on my pc!
give it a try! maybe it can help!?
Frankly, if you’re replacing CPU you’re getting a new board, so complete new rig…
Both CPU/GPU will be limited to what your current board and PSU will take…
Similar problem. it is playable on lowest setting and resolution. Usually every game is well playable on at least low settings, this is the first one which has problems, so i hope there is a possibility to lower the settings more.
My config: Win7 64bit, i5 Quad Core (2,8GHz), 8Gb RAM, Geforce GT430 (4Gb RAM).

get an AMD R9 280X, its pretty cheap and schould be good enough.
200€ here in germany.
The game seems to be using between 5 and 6GB of ram all by its self, so 4GB is just not going to cut it.
GTX 760 or AMD R9 280x have very good price/performance ratio.
760 is a bit worse and cheaper.
What PSU are you running?
Newer GPU would add anything from 50w up to the current draw, (the AMD option above more likely 130w+ over your current card)
I think PSU has 550W
You should be ok with the GPU… add in new CPU+RAM and you will be very close to the tipping point…
