In an upcoming patch they are adding more of those random events on the road
that is good at least there will be some 
Actually I read it wrong I just checked. These were added in the “day 1 patch” but I’m sure we will see more down the road

I returned to a bandit camp I previously cleared for Captain Bernard and there were more bandits there. I’m not sure how long it takes to respawn, however.
