I try to buy the cross from Andrew, he agrees to sell it to me and I still don’t get it.
Is there any other way to get it or have I missed something?
its in a very hard lockpick chest in his cellar.
Sneak in there and its in the second room of the cellar, also a skill book and some other valuables too.

Unfortunately, my Lockpicking skill leaves a lot to be desired 
use the perk “luck of the drunk”
you only need to have the drunk symbol on the screen and you get 30% buff to lockpicking
