Yes, if you buy one of the tiers lower than Duke the 1st Act will be included.
Higher tiers include other acts, but you will recive them only after they are released.
They mean beta early access, no alfa early access. It will be awaible on steam.
If there will ever be an Early Access on Steam (I have no idea about the plans of Warhorse Studios) there will be the act I included. I mean otherwise there is no meaning in paying Early Access
