I have taken the perk that grants me 50% better chance to dodge, but regardless of the gloves etc I try to equip, the perk deaktivates, meaning I cannot protect my hands or arms, even with leather gloves.
Is this true for everyone?

yes, its same here. I am on PS4 waiting for next patch to see if its fixed. Currently on version 1.2.5.

For those on PC there is a mod that changes leather to not have a plate tag.
It is an old one and not sure if still works for latest patch
