Reading in itself isn’t bugged. But when interrupted while reading it seems to lock you out of controlling Henry.
The first instance was a guard interrupting me while reading to search me. It brought up the dialogue but I was unable to do anything so had to close the app.
The second time I was drunk when I decided to read. I got transported to a random marked location which I’m guessing is a feature but was unable to look around. It had the option to read or back out in the lower right corner but no book was on screen. I was however, able to use fast travel but once loaded I still had the same issue.
EDIT: the second time I could open the inventory to pull the book out again and this fixed it.
