Your CPU is fine but you have low end graphics card. Upgrade to GTX 1060/RX 480 and you will be able to play new games on very high/maximum details.
By lowering settings I managed 30-35 FPS at 1360x768 on a 750 Ti. At the high presets it only managed 20-25 which was far too jerky to be playable. 30-35 wasn’t great, but was playable.
The full release should be better optimized, so while you won’t be running 4k ultra settings on a 750 Ti, you should be able to get it to run at a playable rate if you lower the settings and resolution.
