Cannot speak to Captain Bernard or Sir Robard

I am unable to advance in the bandit killing missions as I can’t report my kills to Sir Robard. He is in Talmberg but cannot be spoken to.

I am also unable to continue the quest Robber Baron as Captain Bernard cannot be spoken to either. I failed the objective: “(Optional) Go to Bernard and join the squad.” because I could not speak to Bernard. I am now stuck in the objective: “(Optional) Meet up with the corps in the camp.” but Bernard has not moved from Rattay and still will not speak. I tried loading a save I made during the quest Clothes Make the Man but advancing from there to Robber Baron did not yield any different results.

Robber baron is bugged. Even if you manage to get it to let you complete it your future saves will be corrupted and won’t load up. Best to skip out on that for now, it may be why Sir Robard won’t talk to you but I’m not sure on that

Had similar problem in Talmberg. Nobody would talk to me and I had guard following me everywhere. Not talking just standing there. I lured him out of sight of other npcs knocked him out ,then he ran away and now eveyone talks and i can carry on missions.

How do I lure out a leaning NPC? I’ll try to shoot him with an arrow soon.
EDIT: I shot him with an arrow, surrendered and then I could speak to him.

Robber Baron is still broken in 1.3.1. Can’t talk to Bernard after we killed the baron. Guards and bernard are stuck in fighting aread, there are sounds of battle.

I failed the Quest when I advanced through a certain point in the main quest line. Bernard seems to be functional now.
