I can’t train with Captain Robard because he’s in Neuhof. He never goes back to Rattay to the training grounds.
There’s a guy in the German section with the same problem, if you want to train, I think Robard can train you (in Talmberg) otherwise I think you just gotta proceed with the story and end the whole investigation before he goes back to Rattay.
Same issue here, captain standing in Neuhof, even after Racek arrived.
I could use some training now 
I have a Xbox one. I can train with Robard but he is stuck in Neuhof since after leaving Talmberg with him to Neuhof. I have killed 3 bandit camps and done some other main quests and a lot of side quests since then and he is still in Neuhof with his guards.
I had a similar issue, untill i completed the ‘Ginger in a pickle’ mission then he returned to rattay.
Yep same issue, I threw a blanket over him coz the nights are cold and hes been on his feet standing in a puddle for like weeks, poor guy.
Same problem for me ( how to fix this ?
He finally went back to Rattay after Pribyslavitz battle. Or maybe it was by 1.2.5 patch.
Nevertheless - I can train now, and it’s getting better
