Are you able to train with Captain Bernard before going to see Sir Radzig (after getting to Rattay)?
How do you spend perk points?

No but in all seriousness I’m pretty sure he will refuse to teach you anything until you finish the Training quest and fight Hans during the earlier Quest also Perk points can be spent like Normal so if you decide to just cheese it and go on your own quest before starting the earlier quest and level up really high (I did this) you only miss out on Defence mini-game and Riptose

I still don’t understand how to spend any points.
Never mind. I figured it out.
After you go into Radzigs service once you get to Rattay he tells you to go see Cpt Bernard.
You unlock perfect block and feint at this point.
Once you finish up your investigation at the horse farm you can resume training.
You can learn combos and perfect block / riposte from him.
Although I am curious has anyone been able to combo and riposte prior to this training ?
