Do enemies get stronger or scale up? (Minor Spoilers)

Right after I got my horse from the main quest I pretty much started doing my own thing for awhile…

When I got about level 13-14 I started doing the main quest again and I honestly felt like The Mountain plowing through bandits and Cumans I came across and was killing most enemies with 1-2 strikes.

Rolling with Savage, Brute, and Heavy Swing – Combine that with 13+ Sword/Warfare skills and Herod’s Sword I was destroying everything. My damage was so high I was even breaking through Shield Blocks, and Sword Blocks I always stagger my opponent and then I have openings for more strikes in which they die in 1-2. (What sort of check has to occur in order to break a block and stagger an opponent? Does the damage need to exceed their Weapon Defense and their personal Defense stat?)

I did all the basic need to do stuff with the Vipers Nest. I didn’t scout other than the “main” locations nor did I sabotage. When the battle started I literally cleaved through enemies like Gregor Clegane cutting butter. When I fought Runt I countered one attack from him and landed a head shot and he was insta-defated.

So my question is… Can I expect the game to get harder or is Savage, Brute, and Heavy Swing just too OP to be combined? Literally getting +3 strength modifier in most areas plus 20% more damage with strength based weapons.

Enemies don’t get strong as you get strong, I promise you that. You’ll feel like a god shortly.
