Do the NPCs level up as you level up?

Wondering if this is like games like Oblivion where the enemies increase in power as you level up to match your stats or if there’s freedom to practicing/leveling up skills to gain a significant advantage before hitting certain quests or taking on certain foes.

I have played some 160-ish hours so far and as far as i can tell no they do not “lvl up” with you. However lvl up is (again) as far as i can tell not really a therm you can use to describe it. The main difference that i have fund in enemies is armor and combat prowess, often those two go hand in hand.
In the open world you will come across anything from peasants in their undergarments with clubs trying to mug you to highly armored and very skilled bandits.

I’ve only had one full playthrough so far, but it seem that for certain of the main quests my skill lvls (this is a very skill based game) was much higher than necessary, to the point where it was way to easy. Again at other times my skills were sorely lacking, almost to the point of failing the quest.
Without spoiling the game, I would say not understanding what is requiered of you for a certain task and failing to prepare accordingly is far more detrimental to your success.

In my opinion part of the beautiful aspect of the game is to make, and to live with your mistakes.

that being said I still use a mod that allows me to save whenever I want, mostly to test the game mechanics,
but also because of bugs. I’ve had only two bugs where I ended up losing progress. The first was getting stuck in a bush,
the second was an alchemy table catapulting me 15 feet in the air, needless to say it killed poor Henry in his full suit of armor.

From my experience they dont. While the mainquest might get slightly harder towards the end, everything else doesnt seem to scale at all. You however get stronger very quickly, so quick that the game gets really easy halfway through.
