You system should be able to run the game. Not on high settings, but it should be no problem.

No one will know until features are complete and the optimisations are done. It will also depend on your demands for framerate and resolution.
Exceeding 60fps at 4k may be unrealistic with any ‘normal’ hardware. 30fps and 1080p is already possible in the Beta (mostly) with fairly modest hardware.
My fear is buy the game but no cant play with a good quality video and stable fps
You should be able to run it as is. You may need a bit more RAM (maybe, optimisations depending, but 64bit titles need lots more RAM than legacy titles do), and a slightly stronger GPU to get the most from it…
I’m not too familiar with GPU stats, but as far as I can tell, the R7 370 is roughly equivalent to the GTX950… which is a relatively low end card. I’d certainly not rush to upgrade hardware today, but rather wait until the release version, and then optimise as best I could then, but I’d be looking at picking up something more along the lines of a (‘last gen’) 970 or equivalent, or the comparable next gen card from NVIDIA or AMD that leverage the high bandwidth and multi-core addressing potentials better.
The longer you can put it off, the better the use of your current hardware will have been, and the higher the performance/price of the replacements should be.
My experience with an old 4 core/4 thread i5 2400, 16GB RAM and a GTX970 is that I currently get around 30fps at 1080p and very high detail settings. Performance is fairly flat with detail settings as other factors limit fps more than graphics do. A GSync monitor is in use which may improve apparent smoothness, but I started using PCs in the days of the ZX 48K when frame rates were visible, resolutions were 256x192 and colour was (mostly) limited to 8 bit with a very limited pallete (some software did fancy tricks to work around this to some degree) - so my tolerance for jaggies and frame stutter is higher than most.
I recall when Dan said in an update video that he was a graphic’s lover (maybe he used a stronger term!) and probably would go for 30 fps in favor of graphic authenticity. Need to verify this however, maybe they changed their mind. Right now I am getting 30fps (with some stuttering) @ 1080p, so i set my expectations to stable 30 fps and high/ultra settings, that’s how i played The Witcher 3 and honestly, if you lock at 30 is better than playing at 60 with variations, for me anyway, i can’t stand fps drops. Didn’t had the time to play the latest build though, will do this weekend.

Yes, but it would be nice to have it as a option in the graphics menu for the pc version, for people (like me ) who have limited resources XD
I hope that new GPU´s will run KC:D maxed out at 1920x1080 (GTX 1080 probably even in 4K?). I will probably upgrade my GTX 780 to RX 480 8GB because of great performance/price ratio.
Alot of modern games give you the option to lock to 30/60/Unlimited fps these days. I usually atleast try to lock it to 60fps (since my monitor is 60hz anyway). I like it. Why render frames you won’t need anyway. Keeps my pc cooler too.
