Well i dont know if hardware is the accurate category to my problem.
It is simple, after 4 seconds of game the shadows, textures…all start to flickering.
At the game menu flickering to dark, in game is the shadows, ligth or colours. even the colours descompose in RGB (sometimes green, others red…just for a while)
It is worse in closed sites, but also do it at open world.
I tried to restart my GPU drivers, some mods of reshading…but nothing works. BTW this is my stuff:

I7 3770 3.4GH
8gb ram

Not sure if this is the same issue I am finding.
I had adjusted the game settings to the point where I was getting at least 30-45 FPS with Medium-Ultra High settings. Everything was smooth sailing, then all of a sudden, after a storm (which I believe has something to do with the problem) my shadows keep randomly flickering as if the light source (moon in this case - not sure if it happen during the day) is changing from one location to another.
Rebooting PC did not help. Trying to adjust settings to no avail so far. This was not happening for the first few days, so I think it might have something to do with having adjusted the Game Effects setting (controls weather) during the lightning storm, as well as a few other settings that may have had some effect.
Now, no matter how high or low I set anything, nothing has an effect on the flickering shadows.

I have same problem with far shadows in night I today test changing settings shadow to very high. Maybe Ultra settings problem ?
I found my problem. It was the graphic card. It’s not performing well and i don’t know why or when it happend for the first time…but that is it.
The problem persits in other games like The Witcher 3 and disappear when I try other graphic card.

Like i wrote before; my problem is the graphic card, i don’t know more to help you.
One thing that has helped is adding to the launch options: “+r_ShadowCastingLightsMaxCount=39” without the quotes. Where I put “39”, putting anything 20 or above should help, but can be more taxing on performance, so I am still experimenting around.
