How many flowers do you need to activate the Flower Power perk? I have learned the perk, but I cannot seem to activate it. I picked tons of flowers.

Yup it doesn’t take many. Not all herbs are flowers BTW. So you may be picking the wrong thing. Dandelions are an easy example of what to pick. After a while though that small charisma boost isn’t too important. I prefer to free up the weight myself.
I had more than 30 dandelions. Does it show up with an icon that it is activated like the other perks? Nothing happened for me. I am PS4 Pro.
If you go to the buff section you should see which buffs and negative effects are on Henry.
You also have an icon on the upper side of the character screen.
