I have ~30 FPS on any settings. How much it would be when the game is optimized?
We can´t tell yet, we will see when the optimization will be done. But it will be much better, we are making progress. 
I think the FPS boost might be anywhere from quarter up to even double or triple. There’s just too many factors contributing to the final outcome. I trust in you guys, that optimization will be done perfectly, and the game will run smoothly. But I try to keep my hopes at bay, just in case

Yes, as we don´t plan any updates for the Beta right now, because we focus strongly on the final game, this optimizations will be done in the final game. Sorry, we are not able to bring them into the Beta earlier without delaying the game again.
I am getting the same with i5-6500 + 8GB RAM + GTX 1060 (MSI GTX 1060 ARMOR 6G OC).
Which I guess is not bad for unoptimized (or poorly optimized) beta.
