It has been driving me mad recently as I have been trying to upgrade my hamlet, i have waited in front of the desk at the Rathaus for hours and hours and he never comes to sit down so I can build more. Am i missing something or is he bugged?
I had the same issue. Just left the area for a day and returned… All was as it should be.
