After selecting to untie the locator, my game enters a never-ending loading screen.

Have the same problem. Loaded multible times dont fixed it 
I had the same problem, but after removing the mods folder and loading from before the quest starts, fixed it for me.

Fixed it. Got a mod that has old soul.xml
After I used the new soul.xml from tables.pak with my edits it works now.
You can check it if you disable all mods. Then enable each mod until the problem will occur.
I checked all my mods after patch 1.6 but maybe I forgot one or the table.pak was changed with the new dlc.

Thank you for letting me know, sadly I have no idea how to do such things ^^;
Had the same issue. Renamed mods folder so they would be deactivated, and reloaded my game just before speaking to the locator. It worked! Instant load to dialogue. Hope this helps.
