How come I can only repair shoes, Weapons and partly repair cloth and armor? I have all the big and small repair kits for each. Is this a bug?
Maybe it’s because your repairing skill is too low.
It depends on the items condition. If it’s too damaged and your skill is not high enough you won’t be able to repair it.

I cannot repair them too, all of my stats is 20. I tried in blacksmith too, but nothing.

Weapons and shoes I have zero problems, Armor… I really don’t use them. The Cloth armor is always tell me it is too damaged.
Then you need go to the tailor 
But I misunderstand, I thought you speak of the horse stuffs, sorry.
