Even on Ultra High with a killer rig, the graphics look poor. What am I missing?

I don’t even know what the all high settings look like.
Not if I wanna play a game as a slide show.
So it doesn’t bother me. 
Looks great on medium settings.
Spelling looks bad

When we tab oit of the game it defaults back to borderless.
If we make it go full screen again all settings drop back to High (or maybe whatever your default was).
It is an error with the present build not in the game before.
Its probably not running in Ultra mode.
Ultra DOES look stunning
Pic pre hd textures running only high shadows (otherwise Ultra),… the good pics are all over 3mb and I am lazy…

One of the reasons I dont fast travell is light and shadows transition during the day. Just yestarday I stopped at the hill above Uzhitz just to watch sunset in the west while in the east darkness loomed and transferred into perfect storm. I stood speechless…
