To me it seems the combat hasnt been changed at all. Stealth is still OP and so is Alchemy…
Is there some way to increase the enemies HP or Damage done? Via mods or future patch maybe?

Yes, there is.
The “mod” Better Combat and Immersion Compilation is a collection of mods, and in it you’ll find the mod Equal Base Armour. It has worked well for me.
It’s not hard to extract and install parts of the compilation.
Before using mods and having issues, simply use weaker armor and weapons
