I can see it is in the game on the wiki but it does not say where to find it. Sounds like it can be cool.
Yes. There is a knight wearing it at one point during the main quest. If you kill him, you can take it.

The part at a woodcutter’s camp when you find an injured mercenary in a hut and it goes to a cutscene. It’s the knight who runs away on horse and you have to chase him. Got in to a pretty tight spot after catching him and killing him though as bandits seemed to pour out of the night at me (at least 7) so just a heads up.

You’re right, it’s a bit underwhelming, both in looks and stats. Wish it was a bit fancier.
I just got it during the quest “All that Glisters” by sneaking into the Knight’s room at the inn in sasau at night, pickpocketing the keys from him and then robbing his trunk. Immediately after i wore it to go see the fresco painter two doors down and he starts the conversation “How can i be of service, good knight?” So… Pretty cool to me.
There’s a much ‘easier’ way… depending on your POV. From Uzhitz to Talmberg forest, there are (at least) 2 paths. One goes from center of Uzhitz; the other from the northern edge. Take the northern one (wreath and conciliation cross at entrance to forest). Proceed to first big dip. It’s like a small bowl/valley.
That’s a battle spawn point. Periodically, guards with (Talmberg) knight’s waffenrock (same colors as Ulrich’s) will appear there. If you aren’t into fratricide, keep going back and forth and eventually a dead guard with it will spawn or an enemy will kill the knight’s waffenrock guard. If you can overcome your aversion to looting from dead guards, there’ll be plenty of knight’s waffenrock for the taking. [I have over 15 of them and that’s even after trying to join the guards in their fight against bandits/Cuman and not looting in front of survivors (as they’ll confront you for stealing).]
Back and forth? If no battle spawns in the bowl or if all the hostiles are dead, head out to hay barn off the northern path (to Uzhitz) and turn back. It’s roughly the LOD or whatever, and it’ll retrigger the spawn point algorithm.
Want the Skalitz/Kobyla colors? Need to be a sneaky bastard and loot it from a Merhojed camp guard

honestly i think it was from one of the cuman bandit camp leaders. I am not certain though. When i scroll through enemies armor i sort by value and usually take things that are worth more than 500 groschen. This ended up in my inventory and before i went to sell it i saw it was an upgrade over what i wearing so i threw it on. I didnt even realise how good it looked until much later.
