How do you repair a heavy damaged armour? I have 35% (red number) durability armour and the blacksmith can’t repair that heavy damaged armour.

It needs to be taken to a higher level blacksmith such as the ones in Rattay.
I think the ones in Sasau are even better if I’m not mistaken.
The master Swordsmiths/armorers are the same in Rattay ans Sasau when it comes to repair level.
Ok then I was wrong. 
I tried with the Sasau weaponsmith, but he only can repaired a non-heavy damaged armour. And that’s why i’m reloading my older save before my armour get damaged.
You need to go to the armorer in Rattay.
After a certain point pieces seem to be unsalvageable. Maybe you can do it yourself with the right skill level and kit but not sure
Pre 1.3 the Rattay armorer, Swordsmith and tailor could fix things from 0, they may have changed this, I haven’t played in a while.

Yeah, now it says its beyond the merchants abilities

Just go to the appropriate craftsmen of what you want to repair - all available in Rattay. The tailor repairs your clothes, the cobbler your shoes, the armorsmith you armor and the weaponsmith your weapons, even if everything is on 0 durability. Only the common blacksmiths can’t repair everything.
edit: Worked when I played, the guys above me might be right. I don’t know if they changed that in a patch.

Yes, i think they changed this in the new patch. Before this, i can repair a heavy damaged armour. I remember i stole a heavy damaged black padded coif from the bandits and i can repair that.
But not in this new patch.
If your maintenance skill is 20 you can repair armor and weapons down to about 67%.
Lower the skill: higher the minimum level.
