Being in a NPC’s house for example I can call my horse and it’ll appear in this house but not in the street. In the house. 
You can call your horse inside the Skalits mines.
Also if you walk on the Skalitz hill and call your horse it’ll spawn in the mines sometimes and calling it again will just have it run around a bit down there.
