This comes in the quest after you and Hans get scolded for whoring around. You should saddle up and ride with the soldiers to a camp, but strangely they ride towards the rose garden and not the main bridge then they get stuck there. Also weird is that Hans is still in his underwear like when I last saw him walking drunken outside the castle.
