I am getting hiccups when moving since the latest update

You can see it in my video, there are no hiccups when standing still, but just a slight movement with the camera and hiccups occur! There are more hiccups in combat (Also seen in video).

Game is intalled on an SSD and all my drivers are up to date

i7 6700K
GTX1080 FE
32GB DDR4 2133MHz
SSD 950 EVO with readspeed of 3200MB/Sec

This. I also found the game crashed a lot less if you lower the settings.
