Yes, it has time expired if you want to complete it perfectly (because of the plague related) . You have to complete that mission as soon as possible.
what starts the timer, the assignement to go there, or arriving there, hearing of the plague?

You have to heal all the sick people. If you late to heal them,some people will die. So you have to quick.
I think the timer start when you triggered the “Pestilence” sidequest. That’s the sidequest related to the main quest when you have to make a potion for the sick peoples.

I compelted the quest according to the questlog, but have one merhojed cure potion left…I hope I havent missed someone?
There are 5 people in Merhojed (“Pestilence” task) you have to cure (including the bandit in the barn). If you cured all of them, then it should be good.
I gave the cure to the delirious “brother” with his advent fair in skallitz nonsense, Straws wife and someone else, plus the bandit. And i tried to give it to every single person in that village.
after a while returning, Melichor told me that all are back up and healthy again.
