Gotcha. It seems, and it’s how I did it, most people I’ve seen reporting a problem have just raided and fought them, did not do diplomacy. Maybe that’s the fix for now?
even with 1.3.1 i cant finish this quest…after killing the robber baron nothing happens =(
I was lucky, I finished this today. I went by myself and hid in the shadows and picked each one off, When they came and searched… I would move. It had taken around 45 min

I had that bug where Robard’s men just keep slashing into the bandit’s dead body. My solution was to kill off Robards men (who did not fight back at all). This gave me a huge stat boost, made it so I “failed” to kill the bandit, but was able to complete the quest. I also took all of the loot from the bandits, considering the place is a fekking goldmine.
The guards in Rattay didn’t seem too pleased with my actions, but al it led to were a couple of frisks. Nothing too serious.
