I’m trying to do Sheep In Wolf’s Clothing without failing Hare Hunt, so I want to find a way to get one quest without the other. Is this possible?

yes, you can start it (speak to Andrew), but won’t be able to complete “cherchez la femme” because of the bug.
as for now, it’s an optional subquest of “hare hunt” which must be failed in order to complete this quest arc.
