So I just bought all the DLC’s and restarted the game. I’m going to Sasau and happened in at the furthest shed to the east of the city right along the edge of the tree line. There’s a woman there, lying in blood and an axe on her. is this part of a DLC or an easter egg?

No, this is probably not part of any DLC. But there are many "interesting places " where you can find all kind of crime and Easter eggs.

And that’s why I love this game, I’m 250 hrs in and I’m still finding random things like this. And the attention to detail for a scene that may never be seen just shows the passion they have.
