Will is be aloud that Henry can kill anyone, including the Citizens of Bohemia?
Generally, yes. You can murder random innocents. I think some important characters will be protected, but I’m not certain.

I would think so, does anyone have any idea of any prison systems set in place if Henry is caught?
Yeah, but not the main quest npc’s.

According to one previewer, there is a prison system in place. You have to sit there for a real minute or so. But that was for petty crimes, I figure if you’re caught murdering someone you’d just be on the block for execution.
