Just keep trying, It gets super easy around Lv 3-4
I am able to do lockpicking with the controller but not with mouse and keyboard. Same is for pickpocketing. Maybe it is a bug.

Having broken enough lockpick I reached lvl 3 but I was only to lockpick twice (with the controller).
Whereas pickpocketing does not even function on keyboard and mouse. I hope they fix this.
There is nothing to fix. Keyboard+mouse works without problem. Looks like disability to coordinate your left and right hand. Clearly you were not born to become master lockpicker. If you will not figure it out yourself,comments from players will not help you much.
