When I did the quest with the lost keys, I have everything pretty well figured out (I was also at the herbalist and so …) And when I went back to tell him that he has to apologize, he has me arrested (because I steal something before) Now I can not speak to him anymore and can not finish the quest.Does someone know what I can do there? (I do not like to restart it because I would have to do the quest again) Thank you

I a fear there is nothing much to do. Because what you neet do no is raise your reputation, which is not really easy in Beta.
You can try selling/buying things at the local shop with higher price than they are worth
