The problem is, they are simulating all the stuff (AI, day-night cycle, ect.) in the background. This needs heavy performance. And optimisation. 
Yes, @Blacksmith is right here. This is so slow right now because the game is not optimizied yet and all the tasks of the NPCs are computed in the background. It will be faster in the final game.
