I’ve completed the Pestilence quest and I’ve waited eight in-game days but the horses haven’t returned.
I’ve also seen quite a few conflicting opinions on when or even whether they come back, as well as most topics being nearly a year old. Do we now know whether the horses definitely return or if it’s conditional? If so, what conditions?

In my experience, when doing everything correctly, the horses still do not return. I believe they all died from the pestilence.
I’ve seen a few people say this but I know this doesn’t apply to everyone because in my second playthrough the horses did return for me. It was a while ago so I can’t remember how long I waited.
It’s been a few in-game weeks and they’ve still not returned!
This game is nearly a year old! How can this still be a thing!?!?!!?!
I don’t think they will back by days pasting.
But In my save, they backed. So, I think about 2 opportunity.
1.The quest line issue. I found them back after I got out from monastery. So you may need to play through.
2.The economy issue. I did sell a lot of cuman armour to the stable master and he got his wealth, so he could buy new horses.
or 3. Just bug. We never know how deep the abyss.
I just noticed it to doing King Charming.(That’s why after monastery & selling much items to stable)
Of course I solved the disease quickly, that poison one. Just my case, not sure you can get them back too.
They returned in both of my playtroughs. In th first one I got the cause for the plague wrong. In the second one I got it right. So even this doesn´t make a difference. Just let some more days pass.
Just to make sure, everybody spoke with Melichar in the village after waiting a while?
The game didn’t probe me to nothing but wait, so I did for at least a month game time.
Horses returned soon after I spoke with him (after doing the monastery sneaky guest thingy).
On my playthrough, everyone in Merhojed died (henry couldn’t read… trying for the trophy). The horses and all the people are back (probably been a month or more in-game time). All the horses are there - I bought one and sell to the horse-seller all the time.
