Forgive me for having memory loss, but I forgot that when you offer to sell stolen goods to the miller, his inventory opens and you can then purchase lockpicks.
If someone wants to buy lockpicks, they wouldn’t think that they’d have to offer to sell stolen goods in order to do so.
The lack of a trade option with these millers is a failure in my opinion
