There are tutorials saying “every merchant” have lockpicks. I visted all of them and nothing. Is that a bug or is there a secret trader? However, Miller Peschek will become a trader for stolen stuff during his questline and I think he will sell lockpicks.
I didnt think to ask him ? Tried up in the castle but i keep getting beaten up by that bloke in the prologue.
