Greetings!
right, ive been trrying to play via my shield tv on nvidia gamestream and the controller works fine until im in a menue or the main menu. its so sensitive that one tap feels like im holding the button down. its impossible to do anything.
then i tried to just use my xbox one controller directly into the pc and while that fixes the controller sensitivity (not ideal setup) the turning speed of the game is painfully slow.

Had the same thing happen to me at first but i fixed it by going in to steam big picture and disabeling some gamepad thing, sorry cant remember exactly what it is called, but you have both the general controler setting and the setting specific to the game in question. I think what was happening was that a setting to emulate a steam controler was on or something. Hope it works out for you 
oh and btw, if you find the camera sensitivity to be super low while on horseback, while engaged in combat etc, just check the mouse sensitivity. For some reason my game deafulted to the lowest wich affected my right thumbstick. Sorry if my english is a bit rusty
