Strange, do you have the right Account data or credit card details? Unfortunately we have no power on Paypal… if there are any troubles you need to deal with them

Same problem here.
I had the same problem, I gave PayPal a call and they advised that there were no issues on the account but my bank had blocked the transaction. it turns out my bank or rather their system had decided the activity was suspect for whatever reason. it was all sorted out in no time via telephone banking.
All I can suggest is that you give PayPal and/or your bank a call to investigate if there are any issues with either of them.
