I have now read and tried all the clues I have found.
The controller works fine in all other games and also in Steam Big Picture mode.
Steam Community layouts are also useless.
What I don’t understand is that when I start the game with Geforce Now, the controller is detected correctly and goes 100%.
Any good ideas?
In big picture mode select the game then manage game. Under controller options pick forced off in use steam configuration for non steam controllers.
This worked for me after having only partial controls for some reason. I had already played without changes before. So I am not sure what has changed.

Install the Xbox 360 (yes 360) controller drivers from Microsoft directly. I’m playing on an X1 Elite controller on my pc without issues… and am not using the Steam controller api.
