is this an official bug? i found pebbles the free horse and have been riding him for ages but he wont respond to my whistle and i can not seem to put items into the saddle
You cannot find pebbles. Well, maybe you can. But just finding a horse doesn´t make it your horse. Have you done the quest “the prey”?

So you did the mentioned quest. You got the horse and went to neuhof and there you found out it didnt work?
Ok, have fun with him. He´s quite good for a starter horse. I recommend you to buy a better saddle to increase the inventory capacity.
i have a caparisons but i cant seem to put it on him…i didn’t buy the caparisons cant remember how i got it… i have tried whistling and nothing happened…is the horse supposed to come to me?
Yes it is supposed to come to you.
If you officialy got the horse just before going to neuhof
You need to store horse apparel in the horse with square from your inv.
Then you go to the horse screen and go to the tab Tack
L. There you can equip stuff.
