I am not sure if this will help, but I tried setting my game to high priority as mentioned here and it boosted my fps by a little bit. Hoping for the devs to push game fixing updates and remove out that bloom, it’s really bad.
bloom could be deactivted in the graphic settings… try this first or did i miss something else?

im using 6gb ram, amd 8500m, and a CoreI5 4200
the only problem is Pixels, set the settings on Medium and then try to change it Manually (custom) and then use lower resolution (your VGA is SO MUCH BETTER than me, im using 800x600 xD to have more fps ^^
you can use more than that im quite sure
shadows killing FPS 
and Resolution (dont forget to use Performance mode (power setting) and change the Geforce Setting to Prefer Performance mode too goodluck
