I played both the lost key+the poisening quest at the same time. During the lost key quest I stole the money+seal from the bailiff but got the reward for opening his trunk anyway.
Then I got Jerry to admit that his wife was the one who poisened him (I found the rotten meat+the “witch” told me about meat being the cause for his illness). I threatened him with reporting him to the bailiff but I no longer had the dialgue option at the bailiff to do just that. The bailiff only wanted his seal back to which I agreed.
Was that intended that I could no longer finish the poisening quest after having stolen the seal+money from the bailiff or is that a bug?

If you have promised to Jerry not talk to the bailiff (and get some money), you haven´t the option to talk to the bailiff after this. In the questbook, you have solved the quest.
I would prefer another possibility: Get the money from Jerry, for not telling the true, and after this go to the baififf and whistleblow everything… 
And get two time money. 
After you informed the bailiff, you get also money from Marianne

I would prefer this possibility too. This was what I was trying.
My problem was that I refused to be bribed by Jerry but couldn`t report him to the bailiff either. Was that because I stole from the bailiff during the lost key quest?
It is known that there are some issues with the quests conflicting with each other.
To complete quests without errors it is best to do them one at a time.
